It is possible to open UTF-8 files in Excel by specifying the "File Origin"; use the following steps as an example:

Open Excel (don't load file)
Go to Data Tab
Click "From Text"
Choose the file
Select "65001" UTF-8 from the File Origin dropdown
Select "My data has headers"
On the next page optionally specify data types for the columns
